To deliver this vision, we are looking for a dynamic public health professional to take up an exciting role in our public health team as a Specialist to Advanced Health Intelligence Analyst (fixed term contract for 12 months) specialising in data and health intelligence. This role will lead on a defined portfolio of work contributing to our programmes to improve health outcomes for Oxfordshire residents.
About the Role
We are keen to appoint a candidate with the experience and expertise necessary to lead on the data and intelligence input into key programmes of work, and could appoint the right candidate directly to the Grade 12 position.
As a Specialist to Advanced Health Intelligence Analyst with a specific portfolio for data and health intelligence,you will be responsible for analysing, evaluating, and interpreting data from a range of sources, to inform the development of public health programmes, statutory reports and publications.You will have a key role in developing the Oxfordshire’s Joint Strategic Needs Assessment (JSNA), the Oxfordshire Pharmaceutical Needs Assessment 2025 (PNA), the Director of Public Health Annual Report and other needs assessments led by other service areas.You will develop data reports on Oxfordshire’s communities and support the implementation of interactive Community Insight Profile dashboard.
Working with your team, you will compile indicator data packs to inform partnership programmes of work, for example for Oxfordshire’s Health and Wellbeing Strategy.You will also provide oversight of surveillance and data analyses produced by the Health Intelligence Analyst and Apprentice.The role will require a comprehensive understanding of health data and data sources to be able to provide health intelligence advice to other members of the Public Health team, wider colleagues within the Council, and partner agencies (NHS, district councils, voluntary section organisations).The role will also require you to lead on in-depth analytical projects to support others within the Public Health team.You will be responsive to ad-hoc requests such as supporting the response to relevant Freedom of Information requests.

The successful candidate will be able to apply a range of statistical techniques for the analysis of data, using Microsoft Office and other software packages required for data analysis and presentation.You will also be able to compile statistical reports and communicate findings to a range of audiences.
The post holder will work strategically with system partners to ensure the population’s health needs are identified and met.Applicants should demonstrate the ability to work with professionals from a variety of directorates and organisations.Using your knowledge of public health datasets, you will be able to provide balanced advice and guidance to senior decision makers in a political setting.
In addition, you will be responsible for line managing one Health Intelligence Analyst and a Health and Care Intelligence Apprentice (to be appointed), overseeing their work and guiding their personal development.
If you have at least three years’ experience working in a public health related field, can demonstrate the key capabilities and would like to develop your public health knowledge and experience, this could be the ideal opportunity for you.We are looking for an enthusiastic and proactive individual with excellent organisational and communication skills, with the ability to work under pressure. Experience of working with NHS organisations, GPs and the voluntary sector would be an advantage.
